Avinash Singhal Sharma National President of national Home Guard Association demanded that J&K government should implement Supreme Court orders to adjust Home Guards of State as regular Constables.
Jammu, Nov 20:- All J&K Home Guard Welfare Association organized a one day convention today in Jammu under the leadership of their State President Kamla Sharma. Avinash singh Sharma National President of national Home Guard Association was the Chief Guest during the one day convention. During the one day convention of the association it was unanimously decided to carry on their fight for their regularization from road to court till their ultimate goal of regularization as a constable is achieved.
Addressing the gathering Avinash singh Sharma (National President of national Home Guard Association) said that it is very shameful that the Home Guards of J&K state are paid just 545 rupees per month for their duties which they perform in all conditions whether there is any yatra, disaster, general traffic duties or their duties in a police station or a police post. He alleged state government of doing step motherly treatment with the Home Guards of the state by paying them the salary which is negligible for the duties they perform. He said that they had fought for the genuine rights of the Home Guards in the Supreme Court of India where a judgment was issued in their favor by the Honble Court on 3rd March 2015 according to which the Home Guards should be absorbed as the regular constables. He said that it is almost more than two years now that the J&K state is not implementing the Judgment of the Supreme Court. He said that J&K state had did the contempt of the court and they are fighting in court against the state government to get the said judgment implemented in the J&K too. He said that most of the stated like Punjab, Himachal, M.P, U.P, Goa etc had implemented the above said judgment. He appealed to the Chief Minister of the state who is also the home minister of J&K to end the autocracies on the Home Guards and implement the Supreme Court judgment and adjust all Home Guards of the state as regular constables.
Kamaljeet Singh (State President Punjab) addressing the gathering said that according to the decision of apex court of India equal pay should be given for the equal work but the allowance paid to the Home Guards of J&K is insult to the duties performed by them. He assured full support of Punjab State home Guards to the J&K home Guards in their fights for their rights and justice.
Kamla Sharma (State President JK Home Guards welfare Association) alleged state government of neglecting their long pending demands. She said that the Honble Prime Minister of India Narinder Modi during a rally in Udhampur on 24th November 2014 appraise the role of Home Guards and assured the Home Guards from the stage that if his party comes in power in the state they will regularize all the Home Guards of J&K but his promises are proven fake and mere lies as his party is in power in the state and still they are not fulfilling their promise of regularizing the Home Guards. She said that in a judgment of a petition filed by her on behalf of J&K Home Guards Honble High Court had directed the state government to pay  the petitioners the duty allowance at such rates, total of which 30 days ( a month) comes to minimum of the pay to which the police personnel of State are entitled. She demanded that the state government should implement the judgments of the court without any delay otherwise they will file contempt against the government in the respective courts. She also appealed to the Prime Minister to come true on his promise made to them.
